This college is now known as, North Carolina Agricultural and Technical State University (North Carolina A&T) in Greensboro, NC, was created as the Agricultural and Mechanical College for the Colored Race by the General Assembly in March 1891.

Summary: An address stressing the value of general education in a democracy, but recommending industrial education for the working class, especially for African Americans in the South.
